Well if you want to give this a go for now, on Win10 both seem to be controlled by the System Font "System Icon Font". I have to change that font, then go into WB Config (can leave SkinStudio open) and change to another skin and back before the change will show. Again, I'm hoping there is a better answer, especially for Win7...
May very well depend on the version of Windows. I think I know the answer for Win10 but I'm hoping there is a better way, because I don't particularly like it.

Not at all an expert on cursors, but here are a couple of things that might get you past your hurdle: Within the CursorFX editor, you do have to execute the menu File/Save command to save changes. If you just close the window it won't save. After editing, you need to Apply the cursor again in CursorFX to make it load the new settings. The "Hand" state is a great state to experiment with, it's what shows when you mouse over the "Apply" button in CursorFX.

After looking at his taskbar texture on the default Win10, I don't think you'll get what you want by using it as a texture on a WB skin - the skin's taskbar will be showing through.

The Start10 settings that you're wanting to change are locked because you have a WindowBlinds theme loaded. If you apply the WindowBlinds "Default Theme" the Start10 settings will be unlocked. On Win10, to skin the Start Menu you need to have Start10 installed and have it set to use the Win7 style. Start10 is included with Object Desktop so you should already have access to it if you don't already have it installed. One thing you can try, if you like, is to check the "Temporarily disable all docklets" showing in your 3rd picture above. Run it for awhile, then if the problem goes away you can try to figure out which docklet(s) you're having a problem with and remove it. I don't know that a docklet problem would cause your issue, but it is a relatively easy thing to try and a decent place to start.

Only thing I've noticed so far is that it reset all my icons (as in IconPackager) to system default even though IconPackager thought my theme was still loaded. That actually makes sense I think. Applying a different IP theme took care of it. I'm sure there's more lurking around in there that I just haven't noticed (and may never notice).
