No recources in Strategies Stardock Forums

Hi! I recently bought GC and this is my second game. I´ve advanced relatively far and suddenly the screen layout changed to red colour and on almost every planet I can´t build anything due to missing resources. What does this red colour mean and how do I can get back to normal conditions? Thanks in advance! ~SDC~
