PQ1 planets becoming very good planets is weird. Doesn't really make much sense. This point depends entirely on the fictional technology you prefer. From some technological points of view, olives and apples are basically the same thing. But when your primary need is either fats or carbohydrates, apples and olives are very different fruits.

I haven't paid attention to which particular low PQs the AIs favor or ignore, but I can also confirm that the AIs colonize *some* very low PQ worlds. I suspect that the underlying gripe here is about the fact that the AIs are still way behind strong human players when it comes to building infrastructure. AFAIK, the answer to both your questions is "no." I'd surely like to see something like #1 and maybe even #2, but in general I value having the autopilot moves happen after you end a turn. I usually play on the largest maps and it's pretty easy to forget a scuffle in a minor province. It can be handy to catch a few things going by on autopilot and divert them.
I think cyberj914 offers pretty good basic advice about starting with a relatively small sandbox game on a lower difficulty level. It's also traditional around here to tell new folks to Learn Your GC2 Economics! As you practice colonizing, developing worlds, and building fleets, keep a close eye on what these changes do to your budget. I find "milking" to have a large eye-of-the-beholder aspect. Pretty please could we have separate sliders for spending to recruit spies (Economy page) and spending for intel on each rival empire (Foreign Policy page). Placed spies could boost the base rate of passive intel gathering and reserve spies could slow intel collection (acting as domestic counterintelligence).

I have to at least half-agree with the General here. The rub is that occasionally one person's "monumentally stupid lawsuits" are another person's sincere work for their idea of "justice." The problem is that the same system that enables a family to win medical costs and damages after, say, a child is injured through the gross negligence of a physician, manufacturer, or restaurant chain also means only very wealthy condos and apartments have diving boards at the swimming pool any more.

The new Metaverse Council is dominated by folks from the big empires, but they seem very interested in "driving traffic" to the smaller ones. I think the idea is that more active empires means more Metaverse activity overall; some corrollary of The More The Merrier, I suspect. If smaller is better for you, there's also the option of starting your own.
