Currently in the Insiders v2.5 The Nyx can place manufacturing districts after unlocking the Materials tech The Yor can place manufacturing districts after the Computational Core (homeworld capital) improvement is built or the Core World Capital on other colonies This change is a way to encourage players to build their capital improvements first before developing the rest of the planet
