This is "normal" aka good Windows behavior.
Windows 11 Pro 26100.4652 Start11 2.53 Middle click is just activating an application not launch another instance of that app as it should. And now its even weirder: sometimes is does launch another instance, and sometimes it does nothing at all or actives one of the application in a group nut not the one clicked on.

It isn't. Besides, if I wanted "normal Windows behavior " why would I use or pay for your software??
There is only one row of icons in the notification area, there should be multiple rows at least as many as possible rows in taskbar.
Middle clicking on an icon or an app in taskbar should launch another instance of that app - right now that's not happening.
