I just checked after today's Start11 update (from Steam) and the problem is still there. I can provide more details if required.

Not sure if anyone is still reading this, but after yesterday's Windows 11 update (Windows 11 Enterprise, 25H2) I have a similar problem with the taskbar. As soon as one program is already open and the taskbar icon is marked, another click on the program's taskbar icon opens a completely different program instead of bringing back the original program's window on the screen. This is so annoying that I had to disable Start11's taskbar enhancement (Start11 v.2.6).
