gal civ: not enuf micro policy in Galactic Civilizations I Stardock Forums

i'm starting out and learning this game, but i've played things like master of orion and civilization. here's the context: from what i gather, you as 'emperor' of your civilization can toggle three sliders to change the spending ratios between military, social and research. now there seems to be only one screen for this; that is to say, this spending ratio applies to ALL planets in your control. you can't seem to have different spending ratios for different planets. A PROBLEM i see with this
