It's WindowBlinds. I have 6 PCs, all of which have WindowBlinds. 4 of them have this issue. If I change the skin to the Windows default, File Explorer loads fine. I was able to fix it by first switching to the Windows Default theme, uninstalling WindowBlinds, rebooting, installing KB5050094, rebooting, then reinstalling WindowBlinds.

Thank you. IObit Malware fighter includes the bitdefender antivirus engine, as well as it's own anti-malware and anti-ransomwhere engines. Anyways, I uninstalled it, so that isn't the problem. I want to give something a try though, if possible. Is there a way I can download the previous version of WindowBlinds, to see if it might be an issue with the current version? Nevermind, I found a copy of 10.83 online and tried it, still no luck.

As already stated, I turned off my antivirus, as well as Windows Defender. I normally run IObit Malware Fighter 8.4 pro. I also already tried a clean boot.
If you look at my original post, I already did that, in fact, I've done it several times, so telling me to do the same thing I've already done is pointless. Furthermore, I installed the latest version of WindowBlinds via both the standalone installer and via Object Desktop Manager.

I finally got Impulse to work on my XP/Satellite internet PC. I had to go in to Internet Options and remove the proxy server information (the satellite software uses a proxy to optimize the connection). Without the proxy, Impulse was able to connect and download, albeit very slowly.
I know that there are different elements in Vista skins vs XP skins. The problem is that quite a few skins that say "Vista Ready" don't actually work properly in Vista. It's not a matter of style, it's a matter of things being in the wrong places, things not lining up, etc. If "Vista Ready" just means that the skinner checked a box when they uploaded the skin, then I guess my complaint is that a lot of skinners are checking boxes they shouldn't be checking. :)
I have 2 and a Laptop. One PC has XP, the other PC and the Laptop both have Vista. The 2 PCs have their own internet connections, while the laptop can connect with either one. Vista has a low bandwidth/low latency DSL connection, while XP has a high bandwidth/hign latency satellite connection. The Vista PC connect and logs in fine with Impulse. Compatible is not the same as identical, first of all. Second of all, many of the skins that claim to be compatible with both, really aren't. Even skins with substyles for both XP and Vista still don't look right in some way or another. For instance, every skin I've looked at that tries to recreate the bottom of the Vista start menu gets the dimensions wrong, so that it doesn't fit properly if you use the skin in Vista, despite the skin being labeled as "Vista Compatible". Am I picky? Yes.
Based upon the total lack of any responses, I'm guessing the answer is no. That's why I decided to do it myself. Using the Royale Vista 2 skin as a starting point, I modified the skin so that the start menu looks almost identical on XP and Vista. I'm far from an expert skinner, but if I could do it, certainly someone else could do it, and do it better.
