I believe a lot of the animosity you see in Europe and elsewhere is jealousy pure and simple. When I was a kid I went to a French school for a few years. Except for a couple memorable people including one teacher none of them were openly hostile and anti american. The teacher was in a quandary because I was usually number 1 in the class. Justice. What you suggest is certainly logical and fair but as David Stockman found out (OMB under Reagan) it is not going to happen because congress is afraid.
