If this is your question (if its not, please quote it, I might have overlooked it in my scans) then the answer is that the canidates are volentary nominees who decide they wish to run for the JR Senate. On November 8th the polls are open and I will have posted a complete list of the runners and a sample ballot. Also I support the inquiry of Amidala about ranks higher than the ones we have right now, I think that I read somewhere at the website someone mentioning this same issue.

Or in other words 3/4 of the Jedi have to be Ascended for a new system, however after this composition, I considered reducing it to half.
This can be done with a vote, I will put it on the ballot for the election.

I have decided to induct Arcilte back into the council and lable his absence as a "Spiritual Force study leave" LOL he will be swarn in with the rest of the elected CM's after the elections.
