I think the plausible explanation is that Clinton didn't commit ground troops to a war in Iraq during his 8 years in office, and if someone was going to go through the trouble of labeling a war by the presidency it took place under, then Clinton doesn't really come into this picture. To me, it seems like the simplest explanation. At any rate, I find the term "the Bushes War" to be sort of silly anyway.
