One problem with this is that GalCiv2 uses sequential turns, not simultaneous ones. The AI could, in theory, be planning what it wants to do while you're playing your turn. However, when it came time for the AI to actually make its moves, some of what you'd done might invalidate what the AI had planned to do, and it would have to re-think everything anyway.

Wow, I like the sound of all that. So, with all of these improvements that magnify existing things like production, research, etc. does that mean that specialized planets will be the way to go? Well, I disagree with a lot of what I've read on Brad's site too, but that's no reason to get depressed. We do share one common view - we think the government should be limited from mucking around in people's lives. The difference is that while Brad obviously focuses on the financial/economic aspect, my priority is the social one. GalCiv2 distribution gets a thumbs up from me. It was in all of the major retailers (even places like EB, with their pitiful PC game section), and the digital distribution was even better.
