I disagree with some of your issues, though I agree with many. There are tradeoffs to every "ideal". Decreasing CO2 emmisions- Mandate higher gas miliage, but give automakers 5 years to do it. Within five years, if all cars are hybrid, 35 mpg would be very realistic even for the biggest suvs. The automakers, if forced to increase miliage, will come up with some way to keep the SUV.
