I don't think 'reinventing the wheel' really has relevance anymore as an analogy. Everyone understands it but it makes no sense. A wheel gets a new tread pattern and thats pretty much it. Games evolve. Some go farther than others. Varying budgets, playstyles, company experience levels, programming languages... With the service packs Vista is only slightly above average on resource usage. Not as good as 7 obviously, but perfectly usable.
