For now, population growth is currently capped at 200 million per turn and that cap is applied *after* racial and morale bonuses. Hopefully we'll address this issue in a future update.

I believe population growth is rather broken currently. There is a hard limit of 200 million on the amount a colony's population can grow each turn, and that's after taking population growth bonuses and morale bonuses into account. Therefore, I'd say it's not worth putting any points into population growth when customizing a race to play with.

Also, it's worth noting that there are other factors (such as morale) that will further limit your population. The formula I supplied is the theoretical maximum and doesn't mean you'll always get to that limit simply by having enough food production to sustain that limit.
The formula (which I posted) is correct, but it isn't a hard limit. If a planet's population overshoots that limit, it will not be brought back down to the limit, but it won't grow beyond that point, either. Therefore, Mars' population is limited to 2.5 billion, but getting to 2.7 billion isn't impossible because the game adds population before checking the limit.
You should probably get that planet. It has a potential population of 7780.340 billion. Ah, were that true. Planets have a hard limit on population of 100 billion, regardless of class.
Each planet produces food for its own citizens only. Also, there's a typo in some (all?) of the farm description texts; they should say they support X billion people. Therefore, in your case, food production of 55 mt/week should be enough to support 55 billion people. You need to download the movies separately. In Stardock Central, click on the '+' next to Galactic Civilizations II to display the list of (optional) stuff that you can download. You should see a Movies folder there. Click on it and then press the button labeled "Install" (or "Update").
