If you want to enable cheats, you have to add the "cheat" command line parameter (note: that's 'cheat' [singular], not 'cheats' [plural]) to a shortcut to the application and you need to add it *outside* the quotes that enclose the application path in the shortcut. Is that true for all the tags that start with F_? I hadn't made that connection but upon closer inspection I see that that is the case.
For most improvements, F_AbilityFactor has no effect. It's only used for special improvements and those improvements have special-case code written for them. Therefore, you can ignore that particular tag when making your own improvements. Most (all?) of the other tags used to describe improvements are documented in comments at the top of PlanetImprovements.xml, but if you have a question about a specific one, I can help you out.

There are several hundred (maybe even 1000) unique phrases used for dialogue in the game, which is fair bit of typing. However, there are approximately 130 different topics in the game, so to have unique text for all of those topics would require about 11,000 phrases (without allowing for multiple phrases per topic). So, no, every combination of race dialogue isn't unique, but there is a lot of variety.

Under Windows XP, multi-monitor support is fairly straight-forward, but it would still require some non-trivial effort to get it going. Regarding star names theres two text files in the data directory, one called stars.txt and one stars.lst. Does the game use them both? If we want to toss in some of our own names which one to use ? Stars.txt is the file used by the game. Stars.lst should no longer be there when you do a clean install of 1.0.
It's not cheating to change the appearance of a planet, but changing its class or giving a home star system more usable planets definitely make the game easier to win. Therefore, I'd agree with you and say that, yes, doing everything I outlined in this article makes it easy to cheat the game. But, as you say, you're only cheating yourself. If you don't want to cheat, then don't do it. And if all you want to do is change the appearance of some of the planets in the game
