In order for someone to update to Windows 10, the person would have to be the original artist/skinner, or the very least get written permission from said artist/skinner.

Semi Retiring in WinCustomize Talk WinCustomize Forums

Where do I start, well, at the first of next year (2022) I'll be semi retired from making Master Skins, meaning, all of my new skins, will be free after the New Year. I won't give up on skinning, cause I love it too much to give it up. I've appreciated all the support from the community for supporting me, through purchasing my skins, and now, I'm giving back to you all by my free skins to enjoy, and share with others, again, thank you (Wincustomize Community) for all your support,
