Yup, that the way it is and it stinks. It's a shame too, because this aspect of the game has such potential. Also, I don't recall seeing any indications that this is going to be fixed/improved in later versions/forks.

I know that some time back there was talk of an expansion that would have (heavy) emphasis on the maritime aspects of the game. I don't know if that is still true or not. I would still like some hints on what aspects of the game are being looked at for improvement.
