Windows Blinds not working correctly in Skinning WinCustomize Forums

Hi, I recently downloaded windows blinds, installed it, tried out some of the skins and applied them. The program seemed to do the same thing with every skin, which is apply the wallpaper, recolor my toolbars and, and everything else. The only problem is that no matter what the skin, it didn't apply the skin itself. It just recolored everything in the Windows Classic skin. Is there any setting I have applied on my computer that's restricting my ability to skin? Please help.
