IconPackager ERROR in Icons Stardock Forums

Trying to install a group of icons (FauxS-XP cobalt) with IconPackager. Everytime i go to load this package or any other Icon Packagas I get the error of " The icons for the Windows XP Classic Start Menu cannot be changed." "This is currently a limitation within the operating system, and not a problem with the IconPackager application." Please help as I am very frustrated.
