Creative gives a chance at you getting random tech advances and better chances of getting tech upon invading. Also tech random events are better, from what I understand. After a quick check of the manual I have no more understanding of this trait.

If you can see fog of war over the resource it might've been mined already. I've already destroyed and made a starbase over an enemy's resource.
Sorry about my irritation, heh, I've worked as support now and then and it's amazing how many folks just don't read the manual! I try to keep my defense rate at least at 66% of the enemies attack rating. It's better to deflect most shots, than none.

This is a known bug, I myself learned this after reporting it too, and I think it's on the list of things to fix. I honestly don't even know how the ranger got messed up like that.
You must research government technologies, such as the Star Republic, Star Democracy and Star Federation. Only when out of imperialism will you get elections, and so keep your approval high at that time.

Hehe, who wouldn't want 2 manufacturing capitols? If you want nothing on the planet, use the tidal disruptors in your invasion. It'll clean it out pretty well.
Do not reuse names under any circumstances, doing so can cause some major errors and even exploits. Don't do this. Go into your "My Documents\My Games\GalCiv2\" Directory, find the ship designs and I would reccomend you clear the duplicate you do not want. The staff is aware of this type of bug, I believe.
So I focus on economy and never have a problem... a treasury of 30,000bc is fun...
I don't know of any popup menus, but you can scroll by clicking and dragging with the mouse. Doing this rapidly and letting go (without slowing) can let you "throw" the view a ways if you desire to.
If they do not drop all the way down the other events will be hidden beneath the ship ones. Click and you can get down to the bottom of the stack. And yes, that's a bug. I don't know what causes it, however.
It's done per planet. A colony has a base output of 5mt, supporting 5 bil, and adding a farm will give roughly a total of 9mt for 9 bil. I wouldn't build more than 1 farm per world until much later when you've got entertainment tech to handle the overpopulation and the related morale drop.

Oh yeah, but I just had a problem too with upgrading my core design ships. If I tried to upgrade my "Flagship" I could not choose a custom design, though I could upgrade it to a core design. Seeing that the core designs were stone-aged in comparison to my custom designs, this gets a bit annoying. I'll try and get the save if you need it, but this seems standard now in my games (like the above error), and not accidental.

You must have a resolution of 1024x768 and a colordepth of 32bpp. IF that doesn't do anything, make sure you have the latest drivers for your CPU and/or motherboard. If you checked recently, check again.
