Actaully the correct way to fix this problem is Display Settings (or Commonly Right Click on Desktop > Click Properties) > Appearance Tab > Advance Button > if Running a WindowBlind Theme Other Advanced > In the drop down list Select Caption Buttons and adjust this until the icons are no longer blurry values are usually 18-23 I know this because I have a 1900x1200 screen and I wanted to see if I could make the tray icons look smooth at 32x
