It's called Tech-Whoring. All 4x games suffer from it in one form or another. Lots of threads on this particular issue and lots suggestions on what and how to fix it.

I think once a week or biweekly is a good guideline. Guildwars did a weekly/biweekly update for its first few months, and I rarely saw anyone unhappy about them. Agreed.
