That's exactly what it was doing before - just picking the closest. Alas, most towns don't yet have their own weather stations. This way you get a choice, so if the closest weather station doesn't provide good forecasts, you can pick another. That's odd. I still don't understand how it could be connected to Natural Desktop, though. It literally doesn't install any system files, the only thing it does is download weather from the internet. The only files it touches are inside its own directory. There are problems with some chipset video drivers that are shown up with BootSkin. Some only occur with SP2. This is probably not the fault of BootSkin, in that it's probably not it's code that is causing the actual problem, but the result is the same - you can't use the Bootskin driver with those systems.
If you mean the background to the weather globe, they're not exactly rendered, rather procedureally generated on the fly from current weather conditions. But yes, it did, although there have been improvements to the algorithms that result in a more realistic look - specifically, tweaks to the wind algorithm that makes it actually reflect the wind direction and speed, and adjustments to rain that make it less repetitive.
