Erm . . . no, jb. They're there because they have additional XP stuff, not because they *only* work on XP. And I think you mean the "WindowBlinds" section - indeed, all the skins in there will work on all OS's as well.

WinXP skins have Windows XP-specific sections. This does not mean that the won't work on 98 - they work fine - it's just that you won't get the XP taskbar and panel. If you want that, you should take a look at some of the XPalike ObjectBar skins.
OK, it's WindowBlinds. Once you've downloaded it, if WindowBlinds is installed, it should be automatically loaded into the skin list. To apply the skin, go to Display Properties and then to the Appearance tab if on WinXP, otherwise look in the Skins tab. The skin list should be the first combo box on the left. Yes. *If* you want your skins to be usable, this is a very bad mistake to make. Buttons should be big. They should be easily identifiable. They should be in a consistent position. The should do the same thing every time. Sure, you *can* put buttons wherever you want, and in many cases (like rollup) it may be desireable to separate them from the regular ones to avoid confusion, but overall, if, say, the close button isn't clearly marked, users are going to be lost. Come off it. I don't really care if you're saying "oh, this is in fact someone else's stuff, I'm just using it", or you're claiming it's your own work. It's *still* theft. You're the original author. Nobody tells you what to do. It'd be great to have more original WBXP skins to play with, and I'm sure your port would certainly be welcome.
You have to exclude the executable vplus.exe, as well as icq.exe. Go to the WindowBlinds configuration panel (click WindowBlinds in display properties), select Per Application, Add per app setting, and add vplus.exe.
Start with a skin you like. Then find a bit you want to change. Look at the skin file, at how that section is defined in relation to the others. Then change one thing about it. If that works, try changing something bigger (like the bitmap). If it looks incorrect, try and figure out why (and fix it) before you move on to some other bit. Keep going - eventually you'll have a whole skin of your own. This is probably the best way to make your first skin. For the second, it might be better t

If you meant new drivers worked, great! If the slider trick worked, for best performance, move it as far to the right as you can without the problems returning - this should help reduce any performance hit.
Check your video card drivers - if they're old, that may be the cause of the problem (check by going to Control Panel/Display Properties/Settings/Advanced... and moving the accelleration slider to the left).
Sorry to have to say it, but I think that the fragmentation of the skin community that once was (judging by reports - I never really experienced it) is going to continue. This may be because the files have not been overwritten, or because some temporary files have remained. Delete the skin (you might want to check that it's actually gone from the WindowBlinds directory) and then reload it from the wba. You may also need to restart WindowBlinds.
What's actually the problem with this? If you want to save files, right-click and save as, but for most instances, people who click on skin archives in IE want them to be installed, so that's what WB does. Saves on people going "so what do I *do* with these?"

This appears to be a common problem. I have it myself, and I've had others complain about it.
