Can't say I've ever seen it do that.....you might want to try going into OD config/appearance and toggle screen position to 'on top' 'on bottom' 'z-order normal'. In order to rate a skin you must have Apprentice Access or UserLevel 4. In order to view ratings you must have Apprentice Access or UserLevel 3.

Don't have a clue where you uploaded to....open 'Edit Account' and upload it as your desktop. When you click on your Nick it will show there.

Change your default viewer to something else...Paint, whatever and then change it back to Fax & Picture Viewer and see if it gives your default settings back...
