http://www.theunderdogs.org also has a similar problem, and you might want to check their solution: they only let download one file at a time, and ban you for some time if you download more than one (or the same file more than once, like get-right does). I'm guessing that one percent downloads it all at once, so you can do something like that: once someone (username, IP, or whatever) downloads more than 10-20 MB at a day (or two), he can only download one file at a time.
