Yes: Mining Starbases have no area of effect - they are galaxy-wide. Military/Economic/Influence only affect the shaded ring around them that you can see when they are selected. Also, mining starbases dont count towards the 3 parsec thing..... they are effectively mines, not starbases!

Also, I know it's not the proper place to post about this but everytime I load my game my small statistic screen on the Industry button goes back to 0 for every reace for only 1 turn. Once they've run out of things to do, they do tend to just stop. The AI tends to use Flagships purely for anomalies - once they've gone, it parks it there forever. They use scouts to explore.... it would be a good idea if the AI could switch from using the flagship survey routine to the explore one. I would to have disagree with this. A game in some sense has to replicate, to a certain degree, to real life. In real life, I can choose to whom I want to give my money to. If I have $100 and I have 2 kids, I can give 1 kid $80 and another one $20, since the kid whos receiving $80 is older, hence need more money.
