Something I haven't seen in GalCiv2 yet, but I remember from GalCiv1, was the Senate overriding my intent to declare war. They CAN stop you, but that would take some doing. Nope, had that happen a LOT before I'd figured out how to work approval. If you have an advanced government and low approval, you aren't going to war.

I'm betting thats why Terror Stars were not put in GC2. They were originally aimed for gc2, but the AI couldn't be programmed well enough in the time available. DA, again the AI wasn't good enough. It's not the omgsolopwnage ability, it's the lack of the AI to counter it effectively, and defend their own terror stars.
