certain techs aren't available in the early campaign missions. As you play through them, more and more will be available. Also, they've created them so you "carry over" certain techs to the next campaign, so you don't always have to research the same stuff over and over.

actually, i had the same problem. I unchecked "fullscreen" then restarted the game, and it was still fullscreen (even though the option was still unchecked). The game also doesn't let me change the resolution, and after showing the first few battles in the Combat Viewer, the rest of the battles through the night didn't go into the combat viewer (I also checked the option to show all battles that my ships are in). I'm guessing from all this that my video driver needs to be update
