I get the same problem from time-to-time. I'm running 2000 Advanced server, so I don't think it's an XP patch issue. yrag is most likely correct in thinking it's server related (probably traffic related). I know/think T-Man has some code in there that performs bandwidth throttling based on user level. They usually check the newsgroups and can sometimes be found on the IRC char #stardock channel. Other than that, stardock.com would be my suggestion.
I think making a well publicized example of one 'ripper' might go a long way. Pick a rendom ripper and publically (CNN, Wired, etc....) rip them a new a$$hole, As this would need to be done through the courts, it would cost, but may have a positive effect. Hey aqua.... Go to the DesktopX configuration screen. There's a tab called theme settings. Within that tab (at the top) there's an area labelled 'Reduce Desk Area'. Those are the settings you are looking for. If you objectbar is 100 pixels high and located at the bottom of the screen, then enter a 100 in the bottom field.
