I think in a United World where hunger, crime, "borders" and war was eliminated there is no need of a "special" place for a capital, so in this utopia the capiltal place is irrelevant... honestly i prefer a capital placed on one of the most beautiful places in the world like a carbbean island, or the tibet mountains just to impress... stead of a dirty large urban area like New York... Im Running on an even older FX5500 256 mb, and its working fine, but i have alittle problem with the fan, it tend to get stuck with dust... i live in Cordoba, (Spaniard desertic plains) so there is plenty of dust in the air, nothing some cleaning can fix also lubrication to the fan once in a while... thats maybe the problem... on the other hand check your mother board's bios maybe it is giving more voltage than a common Video Card can handle, Typical
