I'm a little curious why you wrote all of this. 1,2, and 4 were all in the elemental games. Granted #3 has always been a more contested bit. Personally I have never fired up a turn of a 4x multiplayer game, but do realize some prefer that, all stats seem to argue against that being a large % of people. Think you have to have a huge following to make that worthwhile, though that point could make a good chicken and the egg argument.

Yep, I have had it again since my original post as well. Moving the army back into the city seems to get everything back to how it should be, so I guess at least the bug isn't game-breaking.

As a gamer only, 32GB is probably on the very, very high side. I'd certainly not go higher. And personally 16GB is where I would build a new gaming PC today. As someone who uses CAD/CAM software and games, 32GB is pretty good spot, but 64 wouldn't be out of hand depending on assembly sizes.
Instead of shutting down your internet, look into your routers settings. You should find a section in there for turning off access to that computer by using a time schedule.
