Over half the crash reports I've seen posted are due to very out of date drivers on the users system. I'm having the EXTACT same problem and also haven been able to even get a read on what the problem *might* be, I had been assuming it was a hardware issue on my end but not sure not... (Had been assuming hardware since WoW is doing the same thing, yet any other game/program (both newer and older) work perfectly fine)
Hmm the only files it can't find are files in the mods directory, as I think they've always been there, but yes I've uninstalled and reinstalled the game (and to a second harddrive)
That is the complete debug.err If there was a obivous error I could most likely have fixed it myself My guess would be that the File/Debug I/O is encounting a problem when trying to dump the debug info, which accounts somewhat for the mass for null at the end of the debug file.

I would strongly agree that the spin contorl center, as current, is much too powerful is a players hand. A ranger or two, along with psionic beam ships on that planet, make it so that the AIs will NEVER attack you no matter what you do, since they believe your military is many many times as strong as there entire fleet, when you might actually only have a dozen ships. Actually, Upgrading Frieghters with better senor packages can be a nice way to keep an eye on the AI and make sure that they aren't getting any ideas
