The penalties are editable on a per-party basis, so I'd say no. OTOH, it's past time we all fixed the retarded 'bonuses become penalties if you lose' thing, and made it a little less... stupid.
Huh? Your second upgrade is to a 'more expensive' design, whereas the third option is a 'less expensive' design. I imagine it just compares costs, rather than comparing individual devices.

I think there's definately scope for improving the graphics - I also always skip the 'limp slowly towards enemy getting zapped' animation. I only use minisoldiers anyway, though. PS Mechs are the worst idea for a ground combat vehicle ever.

B5 ships are very fragile by scifi standards (2MT nuke at hundreds of meters destroys Sharlin, et al), and the Shadow death cloud is nothing more advanced than a great big pile of missiles - far less impressive or useful than a 900km, 20,000,000c, planet-exploding starship. The idea that tech trading OF TECHS THAT MAKE TRADING EASIER is bad is very sound. I like tech trading, and I never turn it off - but it's silly that the AI will let me trade for their high dip techs, thus allowing me to get better deals with them in the future. The direct synergy between trading and diplomacy techs/bonuses means that they are a special case, deserving special attention. Frankly, I consider dip techs 'weapons', and the AI should too. Who cares about points? I want to have fun, not rulezor the Multiversezor. I've noticed the AI go nuts on expansion too. However, because they don't cheat, they just run out of money and fall into recession for ages, letting everyone catch up.
I never play less than 9 rivals. What's the point? I mistakenly left it on 'random' number once, and ended up head-to-head with the Dregin - by the time I found them, I was so much more powerful than them it was a done deal.

I don't mind it the way it is. If you're isolated or left alone, you can win without having to kill everyone. People shouldn't go nuts if you're about to win - 'winning' doesn't mean everyone else 'loses', it just means the game ends. All the people in the other civs aren't instantly keeling over dead or anything. Unless its the 'kill everyone' or even the 'influence' victory, where you're winning by taking things away from other people.
The savegame loading does take aaaaaages now.
Gundam uses the cylinder habitats, right? Orbitals are a much better idea... unless you want to move them. At least Niven can admit his Ringworld was a tiny bit unstable and patch the concept later. A full ringworld is less attractive from a game perspective than an orbital, since ringworlds need absurd materials and absurdly large amounts of it.
