I have also experienced this problem a cuple of times. It appears that the randomly generated systems, sometimes create a planet that is outside the scrollable game area. hence when you are trying to scroll with the arrows they will not work in a certain direction (or two directions, ie my planet was bottom right corner of the map, can't scroll right or down.). The planet (and anything in its gravity well) can only be reached by hovering the mouse then zoom in/out.
