Rainbow 6: Raven SHield was the last Tom Clancy shooter that was really "tactical" in any sense. It's a shame that such a fun series has decided that the path to mainstream sales is to dumb itself down to the point where it's virtually indistinguishable from any other FPS on the market.
Peace treaties can go the other way too, though. It may be a hallucination on my part but it seems like you're more likely to get one the longer the conflict has stretched on, no matter what the relative performance of the sides. More than once I've managed to white peace my way out of certain doom, which never really made much sense to me. About the only way I can see not buying a future GalCiv expansion is if it's primary addition was multiplayer, which I simply have no use for. As long as the single player content justifies the price tag, I'll preorder the thing in a heartbeat.
As to alt tab, the game runs beautifully in windowed mode. If you need to switch back and forth, that's your best bet.
Yup, you're thinking of Starforce, which was used with earlier versions of the X series (they've blessedly removed it from both X2 and X3 via patches, now). Starforce has nothing to do with Stardock, the two are basically polar opposites that happen to have similar names.
I tend to view alliance and tech victories as "cop out" victories, in that they're pretty easy to get even if you're not remotely the dominating power in the galaxy. I tend to turn them off, as a result.
Have a look at X3: Reunion, it may be a better fit if you don't care for the "MMO" element. Be sure you pick up the 2.0 DVD version, which is Starforce-free. Amazon had it for about $10 last I saw, and it's worth a lot more than that.
I've had the dread lords happening to me twice, had no problem dealing with them even with a rather weak fleet. Killed them in 1 turn once, the second time i never even got to meet them, some other race killed them. The pirates on the other hand has been far too powerful in the latest 2 games, outnumbering me with far too powerfull ships (i had, by far, the strongest millitary among the other races.) I ended up in a game under DL 1.1 where my Iconians held half the galaxy and the Drengin held the other half circa 2235. We were still in essentially the same position (we'd traded some systems back and forth, of course, but neither of us was noticably weaker or stronger) in 2247.

EU2 was actually a better game than EU3 (EU3 stripped the historical feel, which was the series' main draw), but if you didn't like the HOI series I suspect you won't like either of those either since they're made by the same company and are along the same lines. Turn up AI aggression, it makes the whole diplomatic model a little less easy to exploit. That said yes, the diplo model in general (and alliances in particular) are ripe for abuse in general.
