If you're just talking about military power, you need to build some military ships to get a respectable military rating. 100 is average, so if yours is much lower start building some warships. If you don't someone will declare war on you.

I think just adding basic PBEM and hot seat to a general expansion pack, is better than coming out with a multiplayer only expansion pack.

This complicates the conquest victory immensely. That's the point. Before it was too easy. The races would just sit there and let you conquer them one by one.

In some respects,it might be better to slow your enemy down with crap defenders while your main bases gear up. A bunch of crap ships doesn't help the AI. I can then just unfleet my ships and take them out, or have a really fast ship wipe them out. Same results, same amount of time.
Options to control the number and maybe the power of resources would solve this whole debate. I suppose that this can all be accomplished in mods, but IMHO it should be a standard feature. While the AI can be further improved, the amount it can be improved without it taking a LOT of time between turns is at this point well into diminishing returns. Then let that be an option for those of us who are finding the AI to easy to beat. I would rather the AI took more time to make better decisions,
