Since the AI doesn't usually mind econ starbases, they are the perfect way to increase your range without having to add a lot of life support. Range never caps. If you have starbases placed correctly you can go anywhere on any size map.

When you select the Neutral alignment, the tech is made available to you. You have to research the NLC, then it will show up.

The CPU, RAM and video are not the only things that can overheat with overclocking. The northbridge and southbridge chipsets can also be suspect if they do not have extra cooling.
This seems to be the year for large quakes. 7.7 off the coast of Sumatra.
There are still between 10 and 20 2.5+ magnitude quakes per hour in that area, the largest being a 4.6 a few hours ago. I rather fear for San Francisco in the near future. It sits right on top of that plate boundary. I guess it's a 50/50 chance whether all this activity in SoCal/Baja is either relieving the stress further north, or increasing it. But I sure would not want to be living in the Bay Area right now.
