If you have more maintainence costs than income, your treasury can go as low as -2.1G bc, if you can keep planets form rebelling and AI from invading long enough to get there. And the morale impact does increase as your treasury decreases, but it's not much of a change until you get below -500bc. ~SDC~
I usually use Starbase trades to dump all of my useless ships. That way I can get down to about 2K cash spending, plus 2K influence, but I haven't tried on 1.04 Maso. ~SDC~

Colonize a class 8 planet with no inherent bonus and build Soil Enhancement (PQ 8+.9=8). Colonize anything below class 20 with the 5% bonus (19+.95=19). ~SDC~
After the Arceans finish researching all the techs on their path list, they do go back and start picking off others, but I don't know how it determines what to research. It'll be hobbled by a custom tech tree, but not entirely disabled as long as the new list doesn't use the same IDs as the old list. ~SDC~
Any race can lose planets to culture, but most, if not all, minor races have an inherent influence resist. Note also that the near-major races have cuture ratings of their own that can get pretty significant. I've taken I-League planets by culture before, but it's not a common event, and I've probably lost more to their culture than I've taken from them. ~SDC~

Very early in the game, I do trade them for cash or techs, but never later than two or three years into the game... Once I have more than two major races in the diplomacy screen is usually about when I stop. ~SDC~
