There is intended to be a few ways of easily dealing with the event. Another easy one: The turn they appear, they often don't have any ships. Evacuate your entire population to transport ships when the event comes up and invade immediately after the event if they didn't generate with combat ships. Rebellion and I-League defection do grant a limited number of techs based on the original planet's owner's techs, and the bad event races operate as described. You can deal with the I-League diplomatically, and it isn't really that out of scale, it just gets an unusual advantage (namely, it gains most of the techs of races whose planets defect to them). Their military power mostly comes from the fact that they always seem to take military political parties and ability picks when they appear. ~SDC~

That is, in fact, how I used to get most of my starbases: I'd trade xxxx Fortune ships and a couple of the less valuable techs for them. It's harder to stay out of war, but not impossible. Attempting to use trainers for GalCiv is more or less pointless. It simply gets updated too often. 'Actually, I've gotten that event even when my espionage status for a race has been "high".' It's active spending, not the total spending/espionage status, that affects that event, the Calor/terrorists events, and the Dark Arnor events (it may affect the Dreginol/Mithrilar event as well, but it's not as obvious there if it does ot not).. ~SDC~
