Argh, I suck and edit still hates me. It isn't the circle thing, it's the infinite icon with the three small boxes above it.
In the uppermost left of the empire tree are some buttons. One looks like a square. Press that one to disable stacking.
In the lower middle of the interface, left of the building/order icons is an icon which looks like some circles. Press it to activate/deactivate automatic placing. Was that understandable? [e digicons]:|[/e]
