Open the properties dialog of that project and in the Configuration Properties make sure to set Configuration Type to Dynamic Library (.dll)

WindowBlinds skins your windows, startmenu, taskbar, explorer, etc. DesktopX allows you to make an interactive desktop and allows scripting. Sysmetrix is a different program.
