Influence Starbases boost your influence independantly, they don't really need a planet nearby to do their thing. But the range of an influence base is limited. If you click on one, you'll see a circle around it. This is the only area that is affected by that base, it's influence won't expand past that. There's plenty of room on a map to create fleets in, so why would you even want to use a resource for that purpose? protection? So build a fleet point one square away from the resource then move the ships over when the fleet is complete. Well yeah, that's what Constructors do. As soon as they reach a resource they'll automatically try to build a star base. Just don't use those locations for anything else. There's plenty of room on a map to create fleets in, so why would you even want to use a resource for that purpose?

Scrolling with GalCiv2 is painfully slow no matter what kind of computer you're using. The best way to get around on your map is to grab it with left click and move.

You have to create it, it doesn't exist by default. Try just hitting the Default button in the Options menu, that seems to work. Otherwise do it manually.

Yes, you can set up rally points for your ships to go to. Just press your P key or look for the icon on your interface that says Add Rally Point. If you have one set, then you can assign each planet to it which will auto-launch your ships for you. How am I meant to know whether to focus on lasers, missiles, armour etc etc etc? Just keep an eye on what everyone else is using. You did know, the creator of RON came from the Civ team, and he said he made RON to be like a RTS version of Civilizations. Ignorance is bliss, no? Not ignorance at all.
