Custom Portraits in Modding GalCiv2 Forums

Hi, I have searched the forums for an answer as to how I can use a custom portrait in-game. Found nothing specific, but I did notice that someone said that their portrait package had all of their portraits saved as .png, or .pgn. I figuered if I could save my picture as that file type it would work; however, I cannot manage to do that. Is there another program I need to do this? Thanks
