This already is sort of implemented in the free space number of each ship size. Smaller ships can support only so many power-hungry weapons compared to larger ones.

Given that most people rarely if ever lose an election, it's unlikely that your first idea would have a noticeable effect. Your other ideas are interesting, though. I like the idea of random events changing the political structure of your race and possibly the others as well--an event that favors certain political parties and disadvantages others, perhaps?

I don't think the black hole weapons are black holes compressed in a projectile. They're just equipment that generates a black hole on impact.

Er...the statistics you cited disprove your point. Note that the thrust on each F-15 engine is about 24000 pounds. Since the F-15 has two engines, and the F-16 has just one... Depends on your play style. If you like small, cheap ships, then probably not. If you like large battleships, then they're worth it and more. They're expensive, but being able to tear through entire fleets singlehandedly makes up for it.
