Find a country that fights extradition...like in last week's Monk episode in which the guy who escaped jail (was in for grand theft auto) and got accused of killing a woman outside of the jail. The question was clear. But by playing out the game further in order to build up your military/economy to up your score, there will be a point in which you score will finally start to decline since what you're doing to up the score no longer is offsetting the amount of turns played. They would save the game, win it, check the score, reload the game and continue. Note, they don't submit the game to the MV when they win it. They way they have things set up, it's very easy to win, they are just score-building with the AI under their thumb.

People who play a sandbox game in a certain way for very large 6-7 digit scores do this. They will check every so often to see if a win is starting to bring in less points.

As each game gets submitted, it is worth less and less points by percentage. Only your first game is worth 100% of what it was submitted as. Also, over time the game is worth less and less points. My character Loupdinour once held around 900,000 points, now I'm down to 680,000 since I haven't touched a MV game with him since July.

The individual race medals are based on what race you've played the most as. They seemed bugged, as Piznit mentioned...and since some people get them even from TA games, others not. The Racial Victory medal you get once you've submitted a game from each race that was in DL (so all but Krynn and Korath).

However, if you are going for a peace treaty and hold the bigger military & high diplomancy...then go for the money makers/galactic wonder planets.

My gauge (and it may be the best gauge around) is to swap away from 100% approval when you're about to go bankrupt. Jack the taxes up for a few weeks after that, then rinse-repeat until your planets are maxed in population. No need to worry about population numbers or such...just see what you're bleeding each week, and once you see that you'll dip below 0bc, swing it.
