Thank you so much for posting that Kryo. I am getting back into GalCivII after a few years hiatus, and this bug was driving me MAD on my Windows 7 64-bit machine. For me it was the exact same issue. Crashing as soon as you finish your opponent race selection. I installed the 64-bit registry entry that you listed, and the problem went away immediately.
