Due to MicroSoft's stand on storing additional files, we can no longer store skins under the Program files directory. WB by default looks to the Shared Documents folder for skins.
This is an issue with some systems not running the GC2Launch.exe file from the short cut. You can instead create an Icon on your desktop of GalCiv2.exe. Some have been successful just making a new shortcut to GC2Launch.exe
