A LIttle problem.. in Windows Vista WinCustomize Forums

OMG i downloaded lots of skins and they are suppose to be see through around the borders but they are just white..how can i fix this here is a pic

I was browsing forums and saw bunch of links to deviantart to download some nice skins but...they are all pictures and word files how do i install it and add the skin? Do i need a special program for it? -Salboy

how do you install stuff from deviantart?? its all notepad files or w/e do i need some special program, help please?
